Serious bug in 'port upgrade' in DP 1.32?

Hi all,

I just tried upgrading all my outdated ports via

port -df upgrade outdated

(as suggested by Daniel J. Luke in a previous thread), and I had the 
following problem. The list of outdated ports was as follows:

pb-g4:~ artemio$ port outdated
The following installed ports are outdated:
cairo                          1.2.4_0 < 1.2.4_1
gtk2                           2.10.2_0 < 2.10.2_1
pango                          1.14.0_0 < 1.14.2_0

The first port in need of upgrade is cairo, which depends (among other 
ports) on render, which in turn depends on pkgconfig. The problem is 
(see output of port upggrade command below) that port first proceeds 
(correctly) to deactivate this package, but when it's finished it 
immediately starts rebuilding pkgconfig from scratch!

Does anybody know what the problem may be (apart from a bug in 'port 
upgrade' in DP 1.32), and how to fix it?
