Ah, but it DOES upgrade them.  It has substantially upgraded  
everything you mentioned in Tiger.  Your mistake is to see Tiger as  
"extra nicey GUI stuffs" when, in fact, that area of the system  
probably comprises the least of the overall change set in TIger.   
Just because "Dashboard" and "Spotlight" on the marketing slides does  
not mean that's all that's there, it just means that marketing has a  
limited number of things they can highlight (and to a less  
sophisticated audience than people who might want to recompile their  
kernel).  You need to look a lot deeper than that to determine  
whether Tiger, or any new release of MacOSX, has value for you.
