put the following (EXACTLY) in your .profile

QTDIR=/opt/X11R6/qt3
PATH=$QTDIR/bin:$PATH
LD_LIBRARY_PATH=$QTDIR/lib:$LD_LIBRARY_PATH
export QTDIR PATH LD_LIBRARY_PATH

logout and login again.

now run "designer" and it should work.
