Well. Take the 13W3 and VGA pinout, your ohm-meter and check if the
signals in question go from the right 13W3 pin to the right VGA pin.
For Sun:
13W3        VGA     Signal name
A1           1      Red
A1 shield    6      Red Ground
A2           2      Green
A2 shield    7      Green Ground
A3           3      Blue
A3 shield    8      Blue Ground
 5          13      H-Sync / C-Sync
10          10      Sync Ground

The ground lines may be connected differently as they carry all the same
ground potential. The really important are pins A1, A2, A3, 5 and at
least one ground connection.

There is really no other way to be sure then measuring the actual
wiring.

Most of the time I use BNC cables. I.e. A Sun 13W3 BNC cable and a VGA
BNC cable. They where common for monitors with BNC inputs. Then I use
BNC T-pieces from old Cheapernet cabling to connect the two cables on
the BNC end together.
