Zone in HBA without a reboot

I have a Solaris 9 V890 with a pair of Qlogic dual port HBA's. One port on
each HBA is zoned into "VSAN A" and has been for years.  I need to configure
the second port on each HBA to a different fabric (VSAN B) so I can start
migrating storage to the new array (vxevac).

Is there any way to configure the second ports without rebooting?  They have
been zoned up and the storage team can see the WWNs at the switch (9509) but
the VSAN doesn't see the HBA's yet.  I've run devfsadm and cfgadm configures
but  c2&c4 remain in an unconfigured state.  The backend is 3Par.  Any
suggestions?
