emx gbic card in paused status

We have the latest software and hardware revisions. ES45 Cluster running 
Tru64 5.1Bpk4
Firmware revision: 6.9-2 PALcode: UNIX version 1.92-33
The following emx gbic card is a emx2 at pci1 slot 2 FCA-2354 : Driver Rev 
2.14 : F/W Rev 3.81A4(1.01A0)

We have this card directly connected to a Spectra Logic tape library. 
Whenever we go through the switch the connection seems fine and when we go 
directly to the jukebox the card goes into the paused status.

What can be done to bring the emx2 card back from the paused status.
What we want to accomplish is to be able to see that card attached to a 
library and use it as a backup device.
