Discrepancy on results from df -k

The results of a df -k / is showing that it is 97% full, yet the used blocks and the available blocks do not add up to the total number of blocks. I ran into this sometime back and thought I resolved it by running quotacheck, but this hasn't worked in this case. I don't see any processes holding anything open.
