Problems install emc networker

Hi all 

When I try to install networker v7.3 on a 5.1a system I seem to be
getting the following error:

Loading subset 1 of 5 ...
setld:    Error installing EMC Legato NetWorker Client (LGTOCLNT730) 
This subset requires one or more additional subsets to operate
correctly. 
Versions of subsets matching the following patterns are required:
                IOSWWEURLOC??? 
Please install required subsets first.


I take it that this means that I have to install the european locales
for this app to be installed or is it a 5.1b application.
