Summary: machine serial number

Thanks to the many many replies I got.  The consensus is to 
query the console variable by

    # /sbin/consvar -g sys_serial_num

Again many thanks to Dr. Blinn who has provided the most thorough

Not every Alpha system has a serial number, and on most of them that do,
it's really just an SRM console variable value (that is, it's not part of
the hardware, it's a software/firmware artifact and can be changed by the
customer human).

That said, I think that on those systems that do have the console variable,
it can probably be queried by a root capable user using the "consvar"
utility which I believe has a reference page.

The hardware manager ("hwmgr") also may be able to display it, although
again it's a software construct, not a hardware register that's going to be
tied to the system hardware.
