Daylight Savings Time change problem

We manually modified the Time Zone information on our TRU64 5.1A ES40 
servers as per the instructions previously posted.  On our test server, 
everything is working perfectly, but on our production server there is a 
problem.  The date command shows the correct (updated) time, but the last 
login time is off by one hour, and any cron jobs scheduled to run at a 
particular time are running an hour late.  The only thing I have been able 
to find is that the zdump command does not display the current date / time.  
This line is present on our test server.
