unexplained latency

Dear Managers:

	This is something that has been racking my brain for a bit now. One machine,
an AS4100 with four 466MHz processors and 1GB RAM, is incredibly slow on
performance in all areas and I have no idea why. Same disk writes (ex: unpacking
an archive), NFS read/writes, and even downloading a file via FTP are all
incredibly slow. This was a problem when I had Tru64 on the machine, so I
switched to NetBSD and the problem still remains. I really have no idea what
could be causing this and none of the tests I've performed have shown anything
abnormal in the hardware. My AS1200, with two 533MHz processors and 1GB RAM, out
performs this machine by leaps and bounds.
