Which species are you talking about? Most probably I suppose Cycas 
revoluta (Sago palm). Cycads are dioecious, so if there wasn't a pair 
male/female flowering at the same time, then your seeds aren't any 
good. Also, they are pollinated from some insects, not from wind. 
Other cycads need to be hand pollinate to set viable seeds, unless 
you lived in the country of origin (i.e Zamia florida in Florida or 
Dioon edule in Mexico). I have found that Cycas revoluta in south of 
Italy is pollinated from bees and other kind of smaller insects, 
attracted from the scented cones. But all the other cycads have too 
specialized flowers (cones), that only a specific insect is able to 
pollinate.
