Dear Hermine,
I'm sorry for the delay with the answer caused by unforeseen circumstances.
The piece of framework you've asked about is safety bars designed for the glass cleaning, as far as I know.

Olga

I am going to have to look this up. aboriginal buildings are often full of surprises. the only building of which I know from your part of the world is the yurt.

but then I found THIS! http://www.google.com/imgres?imgurl=http://media-cdn.tripadvisor.com/media/photo-s/01/4f/0c/15/khanty-mansiysk.jpg&imgrefurl=http://www.tripadvisor.com/Tourism-g811157-Khanty_Mansiysk_Khanty_Mansi_Autonomous_Okrug_Yugra_Tyumen_Oblast_Urals_District-Vacations.html&h=194&w=259&sz=1&tbnid=C0l20k1WBxE23M:&tbnh=160&tbnw=213&zoom=1&usg=__EOkxo2duMH1czbDKi9XCPyRt-fI%3D&docid=6H0ltLTboGjYeM&itg=1&sa=X&ei=jzjtUvyJMMv1oASn54HQCw&ved=0CLQBEPwdMAo

this building is simply a shopping centre )) sorry to disappoint you. It is styled as a pyramid - not a pyramid but a "chum", to be correct - because we have aborigen peoples khanty and mansi living in our region. "Chum" in russian is a name of traditional khanty hut (something like wigwam to make it clear). We have a lot of buildings of this shape in Khanty-Mansiysk. All of them are rather modern. Real chums can be found only where the aborigens live, in taiga and tundra )

When I get back from CHORES I see there is much investigation to be done.

One of my favourite piece of ancient little known architectural this is Czechoslovakian churches, built entirely underground but almost exactly like the log cabins of the pioneers of the USA. as they are buried, few people know about them.

What is that piece of framework which encircles this building, about a quarter of the way down from the top?
