I just spoke with my sister, who has been a student in C-eh-N-eh-D-eh
for years now-

she says she's known at least a few immigrants and that CA is encouraging
immigration.
she suggested that first you pay $3-4,000 canadian for your permanent
resident card- and after a year you can apply for residency.

If you want to live in Quebec, however, it is best that you don't speak
English...

The carfree with criminal convictions may have to use a different
approach.

I note, however, that those concerned with how much they pay in taxes
often choose not to emigrate to Canada.

At least one notable Libertarian has chosen Tennessee.
