If I were serious about building a car free city I would talk to 
urban developers with bucks.  Some of them really get it.  They 
simply never thought of staking out a whole city.  Once the matrix 
was roped off and the the building codes were in place then they 
could sell to developers.  Build it and car free nuts like me would 
come. In other words they would make money.
Also it  seems silly to ban cars   All one would have to do is to 
make sure that cars would not be able to go faster than public 
transportation by making all roads one lane.  If you can't pass the 
tram what's the point of having a car? We can trust people to do one 
thing consistently and that is to operate in their own best 
interests.
