The best starting point would be be an are around a current or future 
metro/subway stop.  I pushed for such an effort in my area (a greenfield 
future Metro stop), though the developer was very suburban-oriented, 
even though they started out with "TOD" type language.  We had to even 
fight for half-decent bike access.

Banning cars wouldn't suffice, at least at first. Carsharing would
