In my experience, the most livable cities are those that have no space for cars, and which use street space as much for interaction as movement. So I don't think directing people's minds in this way is a bad thing. Rather, the bad thing in my opinion is the next step people are taking - implying that cars should only be replaced with other forms of transport. Livability on its own loses its focus through vagueness, and in any case I think there is already a Livable Cities Network.
