I don't think so, because our vision of livability requires removing the
cars. In my experience, the most livable cities are those that have no
space for cars, and which use street space as much for interaction as
movement. So I don't think directing people's minds in this way is a
bad thing. Rather, the bad thing in my opinion is the next step people
are taking - implying that cars should only be replaced with other
forms of transport. Livability on its own loses its focus through
vagueness, and in any case I think there is already a Livable Cities
Network.
