Sounds like an interesting project.  A couple of thoughts:
 
Although not precisely 'Carfree', I think that a link to MOMENTUM magazine's
blog ( www.momentumplanet.ca/blog  ) would be worthwhile.  I and others
contribute to it.  Momentum's focus is 'self-propelled people'.
 
With the vast number of blogs these days a major problem is simply getting
noticed.  I would suggest that you arrange for the new blog to be syndicated
on   http://www.blognetnews.com/cycling/  (scroll down the page, "join" link
is on the left side.  It is the best non-racing, non-mountain bike blog
aggregator that I have run across, at least for north America, and would
give you greatly increased exposure.  I don't know if there is a similar
aggregator focussed on European or elsewhere cycling blogs, but I assume
that someone over there must be aware of anything that exists - and I would
be interested in knowing about it.
