Theories regarding public transport wanted

Hello everyone, My girlfriend is working on her thesis in cultural geography and it will consist of a suggestion for a public transport alternative for the town we live in. She is in contact with the local authorities and most likely they will implement what she suggests if it is kept on a realistic level. This means that it, most likely, will be a circular busline around town (When I say town it means less than 10 000 inhabitants, so it is a small scale project). What is needed now is theories to start working from. So if anyone out there have or know of any good theoretical work about what factors to look at before suggesting a bus route it would be extremly helpfull if you forwarded it to me. Or if someone has done something similiar and has some tips, those would be welcome too.
