RAIL CUTS CAMPAIGN UPDATE


Dear carfree choosers,

With regard to our campaign highlighting cuts and other problems affecting =
international rail travel in Europe, WCN has just received a reply from Jea=
n-Eric Paquet, Director of 'European mobility network' at DG-MOVE, the Euro=
pean Commission's transport department. You can read it here:

As this does not adequately address our concerns, we will now consider how =
best to respond and step up the campaign. In the meantime we'd like you to =
share your own thoughts with us via this discussion group!

	* How have you been affected by cuts, poor connections and/or ticketing pr=
oblems?
	* Are there any issues we haven't covered in the letter or its appendices?
	* Do you have ideas for taking this campaign to the next level, based on t=
he Commission's response so far?
As well as in the two European Voice articles mentioned by Pippa, the campa=
ign has also been covered in the February issue of Railway Gazette Internat=
ional, read by railway industry managers across Europe. We have also establ=
ished contact with the European Passengers Federation, whosenational member=
s are more likely to help us if you contact them in your own language!

As
 new rail timetables come into effect across Europe this Sunday, the=20
World Carfree Network has issued an open letter to the=20
European Commission warning of the increasingly drastic cuts to EU=20
cross-border passenger rail services, and calling for immediate action=20
to maximise rail's potential and reach the EU's own transport and=20
climate policy goals.

This weekend all direct trains between=20
Barcelona and Milan and Zurich, Bucharest and Belgrade, and Brussels and
 The Hague will be lost, while severe cuts will affect other=20
international routes to/from: Belgium (23 trains), Bosnia (all except 2=20
to Croatia cut), Croatia (34 out of 56
 international trains cut or part-cut) and Serbia (14 out of 24=20
international trains to other capital cities cut).

These new=20
blows to cross-border rail come on top of cuts in recent years that=20
have already seen the loss of all international passenger trains to and=20
from Greece, together with all direct trains =96 among others =96 from=20
Brussels to Berlin, Venice to Budapest, Verona to Berlin and Hamburg,=20
Vilnius to Riga and Tallinn, and Paris to Vienna.

The World=20
Carfree Network is calling on the European Commission to implement ten=20
measures to maximise the potential of rail. These include interventions=20
to ensure the better coordination of timetables and ticketing, as well=20
as strategic policy changes such as acceleration of the introduction of roa=
d
 user charging, and an urgent review of the liberalisation legislation that=
 has led to increased costs for operators of cross-border rail services.
