Bush's invocation of the National Emergencies Act includes a list of
provisions of the US Code he intends to use.

A national emergency exists by reason of the terrorist attacks at
the World Trade Center, New York, New York, and the Pentagon, and
the continuing and immediate threat of further attacks on the
United States
[1]President Bush declared a national emergency, invoking the the
[2]National Emergencies Act, on 14 September, three days after the
terrorist attacks on the WTC and Pentagon.
The proclamation specifies some of the statutes of the US Code Bush
intends to use. The statutes include the following.
US Code Title 10
Bush intends to use six sections of [3]Title 10, which concerns the
Armed Forces.
