I elided discussion of how NATO fits into the UN Charter from my piece
because the US had signalled its intent to not make its operations
formal NATO ones.

One interesting point to make is that NATO's help is likely to be of
limited value in some of the likely operations since it doesn't have
an intelligence service and isn't particularly suited to fighting
criminal organizations.
