Targeting anyone on the ground with a Stinger would be the least of it. -It's an annoucement that in spite of the lack of targets, air bombing will begin. -It's intended for Americans to think "How good we are, we even drop them food", when that obviously is not going to feed many people (ask an American soldier who has gone through being fed by air supplies) and eliding the fact that much time has passed and refugees aren't getting much help and that when help comes it is usually from the UN and the United States don't even carry out their financial obligations towards the UN in full.
