defending a man whose most salient weakness is his knowledge of
foreign governments and cultures is an extremely difficult thing to
do.  his ineptness in this area is well known.  why is it so
difficult to admit that Bush has no understanding of Pakistan and
their sensitivities?

there are 2 parts to communication:

1.  what is said
2.  what is heard

a speaker is responsible for both and that requires understanding of
"how" something is perceived.  using the term "Paki" was insensitive
and demonstrates Bush's ignorance of other cultures and how they
perceive what we say and do. the smart thing would have been to avoid
controversy and simply referred to those who live in Pakistan as
"Pakistanis".  but he didn't do that did he?  so what are we left to
conclude?  simply put, Bush is not a very tactful man.
