Whose Equal Protection?

Hello Mr. Clark,

I had a question about your article in the Monkeyfist Collective
entitled, "Whose Equal Protection?"
(http://monkeyfist.com/articles/725). There's a provocative quote in
it that goes:

"In the long run it is the majority who
   will determine what the constitutional
rights of the minority are. I realize
that it is an unpopular and unhumanitarian
position, for which I have been excoriated
by liberal colleagues, but I think Plessy
   v. Ferguson the legal foundation for
mandatory racial segregation was right and
should be re-affirmed. -- William Rehnquist

What's the source for this quote? I've tried finding it on a server
that archives Supreme Court decisions, but couldn't find it.

Thanks for your help!
