The District President of Jehanabad -Arwal (Bihar,
India) All India Progressive Women’s Association
(AIPWA) and state leader of the organisation, Com.
Manju, who was also a District Committee Member of the
Communist Party of India (Marxist-Leninist) (CPI(ML))
- Liberation, was killed in a cruel and dastardly
attack by the Ranvir Sena (an armed militia of the
landlords) yesterday afternoon at Puraan under Karpi
thana in Arwal District. Com. Manju was on her way to
attend a meeting of the Khet Majdoor Sabha (Landless
Labourers Association) when three Ranvir Sena men
sprayed bullets on Manju and accompanying comrades. As
a badly injured Manju was trying to struggle, she was
caught and shot from point-blank range, resulting in
her instant death. The incident sent shock waves
throughout the state and thousands of people from the
nearby villages collected at the spot, demanding the
immediate arrest of the killers. People have placed
the responsibility of the brutal murder on the Bihar
government and district administration.

Another comrade, Awadhesh who is a district party
member has also received bullet injuries in the
attack.
Com Manju has been active with the Party since the
1980s, the period when the Brahmarshi Sena was active
conducting massacres in the area. She was leading the
organisation of women agrarian labourers and rural
poor, Janwadi Mahila Manch, the women's wing of
CPI(ML).Com Manju , fighting against caste prejudice
in Bihar had had an intercaste marriage. She had been
active in the movement against feudal dominance and
exploitation of women in Jehanabad and had led several
movements against police repression and feudal
oppression in the area. She had played a pioneering
role in the movement against the killing of a student
by the police in Imamganj. 

Life And Struggle
Com. Manju contested as an ML candidate in the 2001
Panchayat Elections of Bihar,Com. Manju was one among
the 16 odd candidates in the Surajpur constituency of
Jehanabad. She polled 4240 votes, defeating her
nearest rival, Rina Devi, a Ranvir Sena candidate, by
over 700 votes. The constituency, comprising Maali,
Khadasin, Sherpur, Anua, Sonebhadra,  Balaura (
Senari), Khatangi and Chamandi panchayats, is an area
of feudal dominance and brutal oppression.Com. Manju
belonged to Dharnai village of Senari Block.
In an exclusive interview to AADHI ZAMIN after her
victory, Manju had said that the primary agenda was to
wipe out the Ranvir Sena which was enjoying the
patronage of Bhartiya Janata Party (BJP), Samata
party, Congress and the ruling Rashtriya Janata Dal
(RJD).  The RJD Minister Akhilesh Singh and the State
Congress President Ramjatan Sinha have been protecting
the Ranvir Sena men in the area. She also said that
women were being paraded naked and humilited by this
police-feudal nexus. So the major issues in the area
are the assault on the dignity of women and the
rampant corruption in development work. She also
raised the issue of rising communalism in the area and
said that the Sangh Parivar was exploiting the
religious sentiments of women.

Protest
CPI (ML) - AIPWA organised a protest march to condemn
the complicity of the Bihar Government. Hundreds of
members of the CPI (ML) and AIPWA as well as other
mass organisations of CPIML marched to Parliament
Street, in New Delhi. AIPWA general secretary Kumudini
Pati said that the dastardly killing of Manju - in
broad daylight despite of presence of police camps in
the area, the meticulous planning of the murder and
the inaction of the district administration,
especially the SP who went to the spot but came back
without disturbing the Ranvir men, who stayed on in
the village of the State Congress Chief Ramjatan
Sinha, and celebrated the killing for one whole day
after the incident - shows the level of complicity of
the administration and the patronage of the Bihar
Government. She said that the woman CM, who claims to
be an advocate of social justice, did not even issue a
statement or visit the site. She said that the poor
people of Bihar would not let the killing go
unavenged.

CPIML and AIPWA have demanded:
1. The killers of Com. Manju be immediately arrested
and tried for murder.
2. Link between this murder and Congress Chief
Ramjatan Sinha be investigated.
3.The ban on Ranvir Sena be effectively implemented.
All weapons of the Ranvir Sena be seized and licensed
arms be provided to the rural poor for self defence.
4. Links between the Sena and Political Parties
including Bihar State Congess chief Ramjatan Sinha and
RJD Minister Akhilesh Singh be investigated. 
5. District Administration of Arwal be taken to task
for dereliction of duty and the District Magistrate
(DM) and Superintendent of Police (SP) be suspended.
