EU High Representative for the CFSP, will visit Skopje and Belgrade 15 December 2003

Javier SOLANA, EU High Representative for the Common Foreign and Security Policy, will visit Skopje and Belgrade on Monday, 15 December 2003.

In Skopje, Mr Solana will participate in the ceremony marking the termination of the EU Military Operation CONCORDIA and the launch of the EU Police Mission PROXIMA. The EU High Representative will also meet with the President of the former Yugoslav Republic of Macedonia, Mr Boris Trajkovski, and the Prime Minister, Mr Branko Crvenkovski.

Later on the same day, in Belgrade, Mr Solana will meet with the President of Serbia and Montenegro, Mr Svetozar Marovic, the Serbian Prime Minister, Mr Zoran Zivkovic, and Serbia and Montenegro's Minister of Foreign Affairs, Mr Goran Svilanovic and Minister of Defence, Mr Boris Tadic. The EU High Representative will also meet with other members of the government of Serbia, as well as with leaders of the political parties, ahead of the Parliamentary elections of 28 December.

AMSTERDAM -- Sunday -- Former NATO commander and US Democratic presidential hopeful Wesley Clark arrived in the Netherlands on Sunday to testify at Slobodan Milosevic's war crimes trial in The Hague on December 15-16. 

Clark, who directed NATO's 11-week bombing campaign against Serbia in 1999 during Belgrade's crackdown on Kosovo Albanian separatists, is one of the most high-profile figures to be called to testify at the trial of the former Yugoslav president. 

The retired four-star general, who was part of the US team which helped to negotiate the 1995 peace agreement ending the Bosnian war, will testify behind closed doors at the UN tribunal. His testimony will be made public on Friday. 

"I've just arrived from the United States. I flew over here to testify in the trial of former Serb president Milosevic," Clark told reporters at Amsterdam's Schiphol airport. Last month he described the Milosevic trial as "historic". 

Milosevic has been on trial since February 2002 charged with ethnic cleansing in Croatia, Bosnia and Kosovo in the 1990s. He is defending himself against charges of genocide, crimes against humanity and war crimes. 

Clark, a Vietnam war veteran bidding to win the Democratic nomination to take on Republican President George W. Bush in the 2004 White House race, said he had spoken to Milosevic for more than 100 hours over a period of almost four years in the 1990s. 

Clark, who has bemoaned what he believed was the damaged image of the United States abroad caused by the US-led war in Iraq, welcomed news of the capture of former Iraqi president Saddam Hussein and praised the US forces involved. 

"I do want to say how pleased I am that we were able to capture Saddam Hussein in Iraq. We've been due some good news and this is good news and I hope that this will see a diminution in the violence directed against American soldiers there." 

Clark, who joined the White House race in September, will testify for the prosecution against Milosevic under strict conditions requested by Washington and agreed to by the court. Clark will testify with US government approval. 

A recording of the testimony is to be made available to the media on Friday. The United States has the right to ask for the recording and transcript of his testimony to be edited to protect its national interests, before it is made public. 

As part of the tribunal's rules of procedure and evidence, governments can request the non-disclosure of evidence to protect national interests. Other governments have also asked the court to apply the rule, the tribunal said.
