Good questions indeed, Sam.
At various points after itsorganization in 1892-93, the Western Federation
of Miners explored a closerelationship -- even an amalgamation -- with the
United Mine Workers.This never did develop significantly -- inlarge part
because of the often greatgeographical distances.
UMWA was in the West [e.g., Ludlow,CO and environs] but not much -- and
WFM's easternmost region was theUpper Peninsula of Michigan -- Calumet
Copper, etc.] Also, there aresignificant differences, of course, between
hard-rock metal mining and itsrelated dimensions [milling, smelting,
refining] -- and coal mining [ofwhich I admit I know relatively little]--
and the attendant challenges. Then,too, the capitalists in metal mining
were very rapidly coalescing intolarger and larger corporations -- though
there've always been small metalmining outfits -- and the coal capitalists,
although many were very large, alsoincluded a great many smaller companies.
Another reason the relationshipsbetween WFM and UMWA didn't gel tightly was
that WFM was for many years extremelymilitant in its approach -- and
explicitly socialist.Although WFMhad an in-and-out relationship with
AFL, UMWA was at that pointconsistently within AFL -- and the Western
miners saw AFL as effete.
At various points, however, WFM andUMWA did cooperate. There were some
periods where the mutual/reciprocalacceptance of transfer cards existed
between the two unions.
In the "latter period" --early 1930s to its merger with Steel in 1967 --
the International Union ofMine, Mill and Smelter Workers [therechristened
WFM] often worked closely with UMWA,especially on safety issues.No merger
was ever explored then, as far as Iknow -- for the same reasons the
WFM/UMWA relationship neversolidified.A third union entered this
relationship in due course:Oil, Chemical and Atomic Workers [now PACE],
and, since this like Mine-Millwas then Denver-based, their relationship
was always close -- even afterMine-Mill was forced out of CIO on the phony
charge of "Communistdomination."
After WFM became [relatively] moreconservative and left IWW, the long-range
strategy formulated by Vincent StJohn and Al Ryan and others, was to "bore
into" WFM and, at the same time,to launch the IWW Metal Mine Workers Union
as a rival.This approach, which enjoyed some success asfar as the first
dimension was concerned, was quitesuccessful in the second -- until the
brutal repression of World War I/RedScare era. Even so, the IWW directly
represented some Western metal minersinto the 1940s -- and, as I've noted,
Wobblies and many former Wobblieswere much in the dominant Mine-Mill
faction -- the Left faction -- allthe way through.
The IWW also chartered a coal minersunion, which was active in various
parts of coal country:Appalachia, southern Illinois, andColorado.As a
matter of fact, one of the last greatIWW strikes was the Colorado coal
strike of 1927-28.This massive struggle, which enveloped thethree major
coal districts in the state, andfeatured the Columbine Massacre in which
Colorado state troopers shot downpeaceful IWW strikers, was won by the
Wobbly coal miners. Some years later,Wobblies were active in significant
Kentucky campaigns -- e.g., that in"Bloody Harlan County."
A major IWW organizer in both metaland later coal mining was A.S. "Sam"
Embree, Canadian-born and collegeeducated, who, starting out in the WFM,
turned up in all sorts ofhot spots -- and, if they weren't hot, heignited
them very nicely and constructivelyindeed!The Encyclopedia of the
American Left carries my bio of SamEmbree --as well as that of the Wobbly
poet and editor, Ralph Chaplin--under my former name of John RSalter,
Jr.Embree served four years in the early '20s in the Idaho State
Penitentiary under that state'sextremely vicious [and still on the books]
"criminal syndicalism"law.After his release, Sam Embreeplayed the major
role in organizing the 1927-28 coalstruggle in Colorado and, in the late
'30s,became a Mine-Mill organizer, continuing in that capacity for many
years. He died in 1957.He was the father-in-law of Maurice E.Travis, a
major Left leader of Mine-Mill in the1940s well into the 1950s -- and the
target of some of the most hideousFederal witch-hunting of the 1950s into
