Under the Non-Proliferation Treaty (NPT) enrichment to minimal commercial l=
evels (<5% U235) is permitted. Not being allowed enrichment is was imposed =
by the U.S. alone. It is imposed on countries who want to use U.S. nuclear =
technology. This is done for the Congressionally approved "1-2-3" agreement=
s that are required for nations using U.S. tech. This is the primary reason=
 countries like the UAE, S.Korea, Bangladesh, Egypt, Turkey, etc etc etc ha=
ve avoided U.S. tech. India actually worked out a side agreement within the=
 context of the 1-2-3 agreement since they already had=C2=A0 enrichment pro=
pgram.
