We agree, John. As I noted above, the demands for recall and a salary cap "can’t be realized under capitalism and that a social revolution rather than reform is required" and I consequently suggested to Tony that he should "consider and puncture such illusions straight out in (his) writing".

The rich and powerful capitalists and politicians would almost certainly not, as you say, consent to enscribe these options in their bourgeois democratic constitutions, or if they were somehow forced to do so by pressure from below they would ensure that it would be their legislative and judicial institutions rather than the masses who would have the power to act on them. (The US congress already reserves to itself the power to impeach or otherwise remove its members between elections).

However, I also think that the idea of constitutional salary caps and recall might be well received by the masses and help move the struggle forward of the DSA decided to include these in its program of demands.
