stallman only speaks about software distribution

software distribution is marginally free if you have fixed
communication cost, as connected people ussualy have.

marginal is the key word in last phrase. in capitalist societies
prices are related to marginal cost. connected people -not excluded
ones-, also is key.

software creation is another matter

you could speak of non scarcity of digital duplication, but carry this
ideas to other kind of goods is another kind of debate.

today capital ownership give you that capability
