I did a Google Street view tour of Black Hawk main drag...
It doesn't look like a high-speed thruway and there are
signs that say yield to pedestrians... Just not slow down
for bikes, I guess.

miles of bike paths could create an alternative route.  At $50,000
or less per mile, that's chicken feed for the casinos...  Multiuse
paths could even be a marketing asset.
