The US distributor has them in stock because I just ordered the extender 
and various Ortlieb replacement parts through my LBS.  You might try

Yes, the extender is sturdy and stable; it goes between the existing 
mount and the handlebars.  Yes, it comes with a cable, but I always keep 
extra cables in case I have to do something with a stem since I've had 
little luck reusing the cables  (I have to pull the bars when putting 
the tandem in suitcases.)

Now that I've had my hands on the extender, I'm sorry I didn't get 
another one to keep the handlebar bag away from the hydraulic lines on 
my bike with flat bars.

I'd also like a way to get matched locks/keys for the handlebar bag 
since I switch it between bikes.
