Re: Rights vs. Responsibility

I was appearing before a Transportation Committee meeting at the Oklahoma 
capitol in reference to them hearing a bill about bicycles on highways. One 
of the stupid legislators spoke up, "I live down in eastern Oklahoma where 
the roads and narrow with lots of hills, who would be at fault if I topped a 
hill at ninety and there was someone on a bicycle in my lane and a car 
coming from the other direction, under this bill it would be my fault if I 
had to hit the bicycle instead of the other car that might be full of kids."
    I told him, "Yes, it would be your fault for exceeding the speed limit 
by thirty-five miles an hour (that's when it was 55) as well as the state 
law which says you have to be able to stop in the distance you can see."
