my reply:
I always start seeing red when I hear that excuse: "wasn't traveling at the 
posted speed". The speed limit is the LIMIT, it's not the minimum. It's simple 
mathematics to know the difference between minimum and maximum. Usually on my 
bicycle I don't travel the maximum, but I'm still legal because I'm not 
exceeding the maximum. Occasionally there are roads that do have minimum speeds. 
I rarely ride on them for everyones well-being.
