It doesn't take a lot of protection, just don't let it get rained on directly or immersed in water. When I had my cameras mounted on my handlebar, I'd put a shower cap on them in light rain so I could easily lift the front of the cap up to take a picture. In heavier rain, I'd put the camera in my handlebar bag or on top in one of my front panniers. I never had a problem with water damage. If the contents of your handlebar bag or pannier don't get soaked, the moisture is not going to hurt the camera.
