A 42X16 is about 70-71 gear inches, a good choice for all round
riding. I just got back from a nice one-hour ride in rolling terrain
on my 75" (46/15 X 24.5" actual diameter 650CX23 wheeled) fixed gofast
and it was a blast. My commuter has a 69" gear, my grocery bike (I've
carried up to 45 lb up steep hills) a 67" gear. I used a 63" gear on
the off-road Monocog 29er before I sold it.

38/16 would be, IMO, on the low end for commuting, but doable; I
prefer something one tooth smaller.
