Sadly there are too many instances like this. Driver hits cyclist and
doesn't even get a violation. There are no accidents. When you are operating
a vehicle, you are fully responsible for what happens - though unfortunately
the law and it's enforcement don't usually agree.

Judging from the comments of that article, I won't be going there anytime
soon.
