One of the comments to the original article mentioned "Vulnerable User" laws and another article: https://akpedbikealliance.wordpress.com/2010/08/30/%E2%80%A2-new-york-and-delaware-approve-vulnerable-user-laws-during-august/ I think this might be a good way of handling the issue, but driver and cyclist education is still a big part of the equation.
