Carburetor Tuning

While doing some other maintenance on the Seven, I noticed the header 
tubes on number 3 and 4 where glowing red while the tubes for 1 and 2 
were not.  It appears something is amiss and I have no idea what.  I 
suspect this is a long standing issue but am not sure.

Does anyone have any advice on where I should start?

Symptoms:
 Engine pops/spits sometime at about 3500 rpm.  Seems to always be #3 or #4
 #3 and #4 header tubes glow red
(I suspect 3/4 are running much leaner than 1/2)

Crossflow with a Kent 244 cam

 Main
    Air  210
    Emulsion Tube F16
    Jet 120
Idle 45F9
Choke Tube 32
Aux Venturi  45
Pump Jet  45
