I finally got things fixed and it only cost an hour of labor.  There
where several things wrong
- I ran the initial compression test without having the carbs at WOT.
Re-ran and all cylinders where about 200psi
- Carbs were out of sync
- Some junk was in the float bowl of the rear carb and bits of swarf
had stuck in the idle jets
- One of the ventures was loose when the carb was cool.  When warm it
didn't wiggle.  This took some time to find
- A new set of plugs for good measure
- Swapped from 45f9 to 50f9 idle jets to correct for a lean condition
off idle
