MOT query can someone quote me the regs???

Took my car to the Goverment computerised Test Centre here in N.I. fot MOT at 
19:00hrs to-night and the young know it all on lane 3 insisted that since it 
wasn't a Q plate and said Caterham [not kit car]in the log book he had to test 
it for emissions. The car is pre SVA 1997 and has never been tested for 
emissions before But he wasn't budging if it wasn't on a Q plate it wasn't a 
kit car and had to comply with all relevant current regulations. Now I know 
he's wrong but can someone quote me chapter and verse till I write a Johnty 
type letter to his boss.
PS it passed emissions anyway [praise the lord for Emerald managment] but 
others may not be so lucky and I need to fight for the cause.:-)))))))))

PPS it was alaugh watching him trying to drive the car onto the rollers in his 
size 12 DMs [Can't be done with a Caterham pedal box] :-)))))))))
