They are not high-impedance devices which can be affected by a static charge. They can't be charged like a capacitor, either. If these LEDs are intended for 12-14 volt applications, the 36 volt jolt will force almost three times the design current through them. Good way to destroy a diode. I have some advice to your friend: send the damn things back and don't deal with these people again. BTW, who is selling these things?
