It'd make me very nervous, Bob.  Most epoxy isn't at its strongest in shear,
which is the application here.

Sure, in a crash you'd have higher-priority problems - but what about very heavy
emergency braking, with your full body weight on the bars?

If I had those risers I'd definitely drill and pin the bottom connection -
probably I'd drill and tap into the bar stub for a screw, but drilling through
and using a screw and nut would be just as good.  It wouldn't take long and
would eliminate a potentially disastrous failure...
