Need Help programing

 Hi all 

 I just got my scanner off ebay with no cable so I have to program it
all by hand (not a problem). I live in Goose Creek South Carolina and
trying to get berkley county, charleston county and city of charleston
which i should be able to get, I have a scantanna about 20-30 feet up.
I have programed it twice and first time got berkley county and city
of charleston and part of charleston county now with the 2nd
programing i only get berkely county and city of charleston. is their
any place to get simply instruction on programing the scanner since i
am new to this. I do have arc250 software if this would help but no
cable if sum one has the file for charleston that they could send me
this might help me program it
