Charge problem

Hi !
I be call Adam and write from Poland.
I have great problem from loading.I possess 3300XLT (Europ version
250D).Scanner is new(1 month)
and during loading the accu internal tension of loading does not want
to cross 3,5-3,7 V. Without accu on internal points of contact of
scanner is 6,7 V, it during connected of battery falls to 3,5-3,7 V
and impossible more to load.
What is goes! what is up or scanner be damaged or damaged battery?
I apologize for my terrible English and I have hopes that you will
read through about what it walks.
