Here in Georgia it's coming along slowly.  The 800 MHz
conventional channels my department uses as a backup were
just switched over a couple of weeks ago.  Our trunked
system is slated to switch over this summer.

I mentioned this not too long ago but perhaps you weren't on
the list. No,
the Uniden 250D's will not be upgradable when re-banding
finally happens.
The Uniden BC296's will be firmware upgradable via Uniden
but as I stated
above the 250's will not.

But I really wouldn't worry about it yet because re-banding
is falling way
behind schedule and doesn't look to be happening anytime
soon.....not here
on the west coast anyway.
