APCO 25 card bad

Hi There, recently I was scanning and I began hearing the  Data channel 
only. No voice or transmissions. I turned the scanner on later thinking 
it was the system not the radio.
Here is the problem. The APCO card is not being recognized and states
"APCO CARD NOT INSTALLED". I took the card out checked the contacts and 
cleaned them. Placed card back in and it doesnt function. ANY 
suggestions what to do here. The new cards are the same price as ever.
The scanner is getting old. i need this one fixed or a new card?
Any suggestions would be good.
