Digital Settings

I just got my radio back from Uniden repair for the second time. I had
purchased it on Ebay, it worked then quit. I sent it in got it back and
shortly thereafter it quit again. This time they exchanged it with
another and it's working. I now own a BC246 that I'm listening to mostly
but my local police/fire (Apopka, Fl.) is digital. I noticed that with
this exchanged model when I get a hit the sound isn't right. The
"dispatcher" practically blows the speaker out but the mobile units can
barely be  heard. Is it possibly a setting issue with my radio or is it
possibly something on their end? Any suggestions would be greatly
appreciated.
