My BC250D is similar.The older models don't have AGC (automatic gain
control)..Dispatch is very loud compared to other signals non digital..listen to

There is a way to make an adjustment to the P25 digital signals. I 
think I saw it in the manual.

If not in the manual, let me know and I will find the source of the 
adjustment for you
